Joomla vs Drupal vs Other for a portal project

Hello everyone,

Well I am reverting to this forum not in order to get specific instructions, but more of opinions considering my requirements.

I need to build a portal. This portal will have the following requirements:

- Three user groups: "Invited Entities", "Registered Users" and "Public Users";
- The portal will be mostly informative;
- Each page will belong to an Entity and will represent what that Entity provides as a service;
- Each Entity will only be able to edit/delete/categorize their own pages;
- Each page will be categorized under various categories (ie: music, theater, school, etc..);
- Categories will probably have sub-categories (ie: music -> classical, pop, etc);
- A page that belongs to a specific Entity could be in one or more categories;
- Registered users will be able to leave ratings;
- Registered users will be able to leave comments, these however should be moderated by the Entity that created the page;
- Advanced search features should be possible on all pages;
- If I where to select a specific category, say for example "Schools" I should get a table with say three colums: "School Name", "Avg. Rating" and "Location";
- Each of these columns should be sortable (ascending/descending)

In light of such requirements my questions:

1) What CMS is more suited Joomla, Drupal or other?
2) Would such a portal be possible to develop under Joomla or Drupal?
3) If it is possible, would people recomend Joomla or Drupal or would developing a CMS from scratch be easier?
4) Any point in the right directions will be much apreciated. CMS, modules, etc etc...
