I am looking for a cms that has these features:
Template language -- like movable type or expression engine--toal control of design

Rich text editor
content approval
database driven
Open source or free
Commercial if less than $200
very good documentation
Multiple users
php, asp.net or perl

I would like suggestions other than DNN, joomla, EE, and wp

webgui hands down. Been using it for 5+ years, and have tried others.

I have tried webgui but where is the documentation? Its pretty much useless if there is no instruction on how to use it.

Why not use WordPress? It's far and above the competition for what you are asking for.
