Hey Fred,
I happened to stumble across "CMS from Scratch" today:
I haven't used it and know very little about it. However, from the quick video I watched it looks like it might suit you.
The CMS appears to let you tightly control the HTML while letting your your client edit very specific parts of the web page.
They also claim that it requires no database and little programming experience.
I would like to get your feedback on this CMS. If you like it, please report back and let me know.

I installed "CMS from Scratch" in the last hour, but only after saw that it needs "ionCube extensions". I don't found info on this extensions and how to look if they are installed.
After I had some troubles with the language system: trying to define german as clientlanguage, the menu got partially in an slavic language. Resetting it to english got everything right.
And I have problems with fopen and fclose (JS-Warning) when creating "New Page".
Now I have to leave and go out of home. Maybe a give it a try later, because the concept of "CMS from Scratch" is interesting for relativily static "Design & CSS"-Sites, also when news/gallerys are not easy to integrate.
